The Solar Federation has a set of strict laws that are enforced by the Nuniversal Environmental Protection Agency (NEPA). As a result of following all the laws, the Solar Federation can only mine at 70% of the normal rate.

This disadvantage is enabled by default and cannot be disabled. No special Mission or Friendly Code is required to trigger this disadvantage.

This disadvantage returns 40 advantage points and is only available to The Solar Federation.
